Ghana Partners with Digital Policy Groups to Strengthen Digital Governance

Ghana’s Ministry of Communication, Digital Technology and Innovations has partnered with Digital Policy Alert and the St. Gallen Endowment for Prosperity through Trade to strengthen digital governance and regulatory coordination as the country expands its digital economy.

The ministry said the partnership was highlighted at a high-level stakeholder workshop in Accra attended by representatives from government agencies, academia, industry, civil society and development partners.

The workshop focused on emerging digital policy and regulatory developments and their implications for Ghana’s digital economy, the ministry said.

In his address at the workshop, Director of the Digital Technology Directorate Bishop Dr. Samuel Antwi-Gyekyi said the engagement was timely as Ghana advances its digital transformation agenda.

He pointed to the National Artificial Intelligence Strategy, improvements in data governance and the One Million Coders Programme as key elements of Ghana’s digital development efforts, according to the ministry.

Antwi-Gyekyi also called for closer cooperation between government, businesses, academia, entrepreneurs and development partners, saying digital transformation required broader collaboration to translate policy into jobs, innovation and economic opportunities, the ministry said.

The director welcomed Digital Policy Alert’s expansion into Ghana and highlighted its digital policy intelligence platform and AI-assisted regulatory analysis tools as potential resources for policymakers.

The ministry said the tools could help stakeholders track global digital policy developments, compare Ghana’s regulatory framework with international practices and identify regulatory changes relevant to the country’s digital economy.

The partnership also comes as Ghana engages in regional and international discussions on digital trade, including implementation of the African Continental Free Trade Area (AfCFTA) Protocol on Digital Trade and negotiations at the World Trade Organization (WTO).

Participants at the workshop examined ways to use digital policy intelligence to monitor regulatory developments and improve coordination among institutions involved in digital policymaking, the ministry said.

The ministry said the collaboration forms part of broader efforts to develop a resilient, inclusive and globally competitive digital economy.

It added that Ghana would continue working with industry, academia, civil society, development partners and other stakeholders as it develops policies and regulatory frameworks to support digital transformation and strengthen the country’s participation in the global digital economy.
