Liberia Introduces Satellite Communication Rules to Bridge Digital Divide

Liberia’s telecommunications regulator has adopted a new regulatory framework for satellite communications, aiming to expand internet access to remote areas and secure network redundancy, the authority said.

​The guidelines introduced by the Liberia Telecommunications Authority (LTA) establish rules for spectrum management, data privacy, quality of service, and consumer protection.

​Satellite technology is critical for connecting underserved communities across the West African nation, the LTA said. The framework also positions satellite services as a vital operational backup when submarine fiber-optic cables and terrestrial networks experience outages.

​LTA Chairperson Clarence K. Massaquoi said the regulator welcomes foreign investment and technological innovation, but warned that all satellite providers operating in the country must secure local authorization and comply strictly with the new mandates.

​The authority is now inviting international satellite operators to enter the Liberian market under the finalized framework, describing the regulatory move as a foundational step toward building a more inclusive and resilient digital economy.
