Egypt and Liberia have inked a memorandum of understanding (MoU) to strengthen technical cooperation in civil aviation, expanding Egypt’s efforts to support aviation capacity building across Africa.
The agreement, signed between the Egyptian Civil Aviation Authority (ECAA) and the Liberian Civil Aviation Authority, establishes a framework for technical cooperation, training and knowledge transfer aimed at strengthening Liberia’s civil aviation sector in line with international standards.
The MoU was signed on the sidelines of the 11th AFI Aviation Week 2026 (Africa and Indian Ocean Aviation Week), in the presence of Egypt’s Minister of Civil Aviation, Sameh El-Hefny.
Under the agreement, Egypt will provide technical support in several areas of air transport while delivering specialized training programs designed to enhance institutional capacity and develop human resources in accordance with the standards and recommended practices of the International Civil Aviation Organization (ICAO).
El-Hefny said the agreement reflects Egypt’s commitment to expanding cooperation with African countries and strengthening the exchange of expertise across the continent’s civil aviation sector.
“Knowledge transfer and the exchange of expertise are fundamental pillars for supporting sustainable development in civil aviation and promoting greater integration among African nations,” he said.
He also explained that Egypt’s experience in civil aviation has gained increasing recognition across Africa, pointing to a growing number of technical partnerships with African countries aimed at supporting the development of the continent’s air transport sector.
According to the minister, such partnerships also reinforce Egypt’s position as a regional hub for civil aviation by sharing technical expertise, regulatory experience and training capabilities with African partners.
The agreement comes as African countries seek to strengthen aviation safety, regulatory oversight and workforce development to support the expansion of air connectivity across the continent under the goals of the Single African Air Transport Market (SAATM) and the African Union’s broader integration agenda.
Officials said the MoU underscores the role of AFI Aviation Week as a platform for expanding technical cooperation and fostering partnerships to support the long-term development of Africa’s civil aviation industry.
