Agreement covers rehabilitation of war-damaged water facilities, flood protection, rainwater harvesting and solar-powered drinking water stations
Egypt and Sudan have signed a memorandum of understanding (MoU) to carry out development projects in Sudan’s water resources sector, reinforcing Cairo’s support for its southern neighbour’s recovery and reconstruction efforts amid the ongoing fallout from years of conflict.
The agreement was inked on Monday, Nov. 2, 2026, by Egypt’s Minister of Water Resources and Irrigation Hani Sewilam and Sudanese Minister of Agriculture and Irrigation Esmat Qurashi Abdullah Mohamed, on the sidelines of the third round of 2+2 consultations between the two countries’ foreign and irrigation ministers.
Egyptian Foreign Minister and Minister of International Cooperation and Egyptians Abroad Badr Abdelatty and his Sudanese counterpart, Mohi El-Din Salem, attended the signing ceremony.

The agreement falls within the framework of cooperation between Egypt’s Ministry of Water Resources and Irrigation and Sudan’s Ministry of Agriculture and Irrigation, through Egypt’s Nile Basin Countries Development Initiative, overseen by the Egyptian Agency of Partnership for Development at the Ministry of Foreign Affairs.
Under the agreement, Egypt will support projects to rehabilitate water facilities damaged by the war in Sudan, alongside initiatives aimed at flood protection and rainwater harvesting.
The cooperation also includes establishing solar-powered drinking water stations, as well as providing training programmes and capacity-building support for Sudanese specialists.
The projects are intended to help meet the needs of the Sudanese population, strengthen water security and support broader recovery and reconstruction efforts.
The agreement reflects Cairo’s commitment to supporting Sudan’s development priorities and strengthening bilateral cooperation in water resources management, particularly as the neighbouring country faces mounting humanitarian and infrastructure challenges following the outbreak of war.
Through the initiative, Egypt aims to expand technical cooperation and contribute to restoring essential water infrastructure while supporting Sudan’s longer-term development needs.
