Ghana Prepares $10bn Economic Transformation Programme

Ghana’s Finance Minister Cassiel Ato Forson has begun consultations with key government ministries as the administration prepares to launch a $10 billion economic transformation programme focused on job creation, wealth generation and expanding domestic production.

Forson, accompanied by his deputy, the ministry’s Chief Director and other senior officials, met with Trade, Agribusiness and Industry Minister Elizabeth Ofosu-Adjare and officials from her ministry as part of preparations for the programme.

According to FSX Business News, the consultations follow the government’s 2026 Mid-Year Fiscal Policy Review, in which Forson said Ghana’s next priority would be to move from macroeconomic stabilisation towards transforming the economy.

“Through the New Economy agenda that we will unveil, we will build an economy that does not merely withstand shocks but creates jobs, generates wealth and grows on the strength of what Ghana produces,” Forson said.

“Stabilisation was never the destination. It was the price of entry. Ghana has paid that price. What comes next is the work that changes lives at scale—the work of transformation,” he noted.

Earlier, Ghana’s President John Dramani Mahama has said the programme would mobilise $10 billion in investment for key sectors of the economy, marking a shift in government policy from restoring macroeconomic stability towards increasing productive capacity.

The government has not yet disclosed how the investment will be allocated across sectors or provided details of the programme’s financing structure.

Mahama said further details of the economic transformation programme would be presented in the government’s 2027 Budget, scheduled for November.

The initiative comes as Ghana seeks to build on recent stabilisation efforts while tackling persistent challenges including unemployment, weak domestic production and the need to strengthen private-sector growth.
