In a significant step toward modernizing its tax collection infrastructure, Ethiopia has entered into a strategic partnership with Russia, aimed at transforming the country’s tax system through digital innovation. This agreement, signed on December 11, 2024, between Ethiopia’s Minister of Revenue, Aynalem Nigussie, and Elisey Balta, Head of the International Cooperation Directorate of the Russian Federal Tax Service, marks a pivotal moment in Ethiopia’s efforts to modernize its tax administration and improve domestic revenue collection.
Ethiopia faces significant challenges in tax collection, including a large informal economy, outdated systems, and low compliance rates. Coupled with these issues are inefficient tax administration processes, limited skilled personnel, and infrastructural shortcomings that hinder transparency and growth in government revenue. To tackle these challenges, Ethiopia is embracing digital solutions to overhaul its tax systems, broaden its tax base, and enhance compliance.

“Eliminating inefficiencies and modernizing our tax collection system are central to optimizing our revenue streams and advancing our national development agenda,” Nigussie remarked.
Elisey Balta, on his part, praised Ethiopia’s commitment to improving its domestic revenue collection systems, acknowledging that such efforts are fundamental to the nation’s economic growth. He assured Ethiopia of Russia’s full support in implementing the digital tax transformation, offering expertise gained from years of experience in modernizing tax administration.
