Egyptian President Abdel Fattah El-Sisi has reaffirmed Egypt’s commitment to supporting Somalia in its efforts to maintain stability in the Horn of Africa, underscoring the critical importance of the region’s peace for Egypt’s national security. This message was conveyed during a phone conversation between President El-Sisi and his French counterpart, where they discussed the evolving geopolitical situation in the region.
The Horn of Africa, which has long been a hotbed of tension, has been further strained by recent developments between Ethiopia and Somalia. In January 2024, Ethiopia agreed with Somaliland, a self-declared independent region of Somalia, to utilize the strategic Red Sea port of Berbera. This agreement also included Ethiopia’s acknowledgment of Somaliland’s independence, which has been a contentious issue within Somalia.
President El-Sisi emphasized that Egypt would continue to support Somalia’s sovereignty and territorial integrity. He reiterated that Egypt’s national security is intrinsically linked to the stability of the Horn of Africa, and as such, Egypt would remain an active partner in promoting peace and security throughout the region.
Bilateral Cooperation and African Union Peacekeeping Mission
As part of its commitment, Egypt has been involved in the region through bilateral cooperation with Somalia, as well as participation in the African Union’s peacekeeping efforts. The Egyptian government has reiterated its intention to work closely with Somali authorities to ensure that stability is restored and maintained across the Horn of Africa.
El-Sisi also expressed his approval of the recent peace agreement brokered by Turkey between Ethiopia and Somalia. On December 12, 2024, Somali President Hassan Sheikh Mohamud and Ethiopian Prime Minister Abiy Ahmed signed the Ankara Declaration. This landmark agreement addressed longstanding issues regarding Somaliland’s contested port of Berbera. The declaration recognized Ethiopia’s need for reliable sea access while respecting Somalia’s territorial authority.
Optimism for Lasting Stability and Cooperation
The Egyptian President expressed hope that this new agreement would pave the way for lasting peace in the region. He welcomed the cooperation between Somalia and Ethiopia, which was achieved through Turkish mediation. El-Sisi also pointed to the forthcoming technical negotiations between Somalia and Ethiopia, set to begin in February 2025. These discussions will focus on establishing commercial arrangements that benefit both countries and serve their mutual interests.
In addition to emphasizing Egypt’s support for Somalia, President El-Sisi stressed the need for all parties in the region to continue their efforts in a manner that respects international law and promotes the sovereignty and territorial integrity of each nation involved.
The recent diplomatic strides in the Horn of Africa, along with Egypt’s proactive stance, demonstrate a significant shift in the region’s relations and are seen as an important step toward long-term stability.
The Road Ahead for the Horn of Africa
As the technical negotiations between Somalia and Ethiopia move forward, there is cautious optimism that the agreements, if successfully implemented, will help stabilize the region and foster greater economic and political cooperation between these two vital nations.
Egypt’s ongoing support and leadership in fostering regional peace underscores its broader vision of promoting stability and prosperity across Africa, particularly in regions such as the Horn of Africa that are vital to its national security and regional influence.
