IMF Team to Assess Ghana’s Economic Reforms Ahead of 2027 Budget

An International Monetary Fund (IMF) delegation led by Ruben Atoyan is expected to arrive in Accra this week for a two-week assessment of Ghana’s economic performance and reform progress under the fund’s Policy Coordination Instrument (PCI), Modern Ghana reported.

The team is expected to meet government officials, central bank executives and other stakeholders to review the country’s fiscal position and progress in implementing agreed economic policies.

Preparations for the 2027 budget are expected to feature prominently in the discussions, alongside revenue mobilisation and government revenue performance through September 2026.

The delegation is also expected to examine central bank recapitalisation, financial sector regulation and banking supervision, as well as outstanding debts in the energy sector that continue to weigh on public finances.

The visit follows the IMF Executive Board’s completion of Ghana’s sixth and final review under its Extended Credit Facility arrangement on July 27, 2026. The board also considered Ghana’s request for a 36-month Policy Coordination Instrument, a framework that supports economic reform and policy credibility without providing direct financing.

Finance Minister Cassiel Ato Forson has said the framework is intended to guide the country’s next phase of reforms, strengthen economic resilience and promote broad-based growth while preserving progress made under previous IMF-supported programmes.

The review will assess Ghana’s progress in maintaining macroeconomic stability and implementing reforms as the government prepares its fiscal plans for 2027. Its findings are expected to be closely watched by investors, credit rating agencies and international development partners.
